I found a fix for the F10 issue. I just made sure I had the latest version of script hook and downloaded RAGEPluginHook. Just drop the contents from the RAGE zip file into your GTA Folder and run the .exe. You should find that when you start the game Stamnia, Thirst, etc bars will be at bottom right and the F10 key works as well as the I an C keys.
