installation: place the "Safe Zone of Parking" in the folder "Spooner"
D:\Steam\steamapps\common\Grand Theft Auto V\menyooStuff\Spooner
place the file in the folder "Spooner"

Over time, the "Safe Zone of Parking" will be updated
