There could be conflicting mods if you have multiple mods on at once. But the best bet would be to download OpenIV here:
https://www.gta5-mods.com/tools/openiv And put ScriptHookV , ScriptHookV.Net v1.1 , Microsoft .NET Framework 4.5 and the Microsoft Visual C++ Redistributable Package for Visual Studio 2013 (x64), and GTA RPG into your GTA V file using OpenIV.
If none of this works then you could go to Steam and right click GTA V, go to properties, then local files, and verify integrity of game cache. Afterwards you might have to reinstall several files. I hope this helps.

I just got it to work. you have to use scripthookv.net v1.1
