Everyone who is having trouble getting the mod to work properly possibly has a mod conflict. For example HKH191 business mods are not supported and will cause conflicts and errors, as well as some maps for the map editor mod.
The best way to test mods (especially scrip mods) is with a clean install of the game, and test mods individually.
It would be nice if this mod had only the options (those of the Y key) to apply in any npc, without the reputation and dating system (it could be an alternative in the ini)

I think the name of one of the files is wrong; should be "infernus+hi.ytd" instead of "infernus_hi.ytd"; At least, that is called the original.
Furthermore, I believe that the installation path is misspelled, you should be: "update\x64\dlcpacks\patchday2ng\dlc.rpf\x64\levels\gta5\vehicles.rpf"
