How to install
1. navigate to "mods/updatex64/dlcpacks"
create a new folder called "rs721" and place this "dlc.rpf" file inside that folder
2. export "dlclist.xml" from "mods/update/update.rpf/common/data" to your desktop with OpenIV
open the file with any text editor, add the following line to the end:
dlcpacks:/rs721/
3. Import "dlclist.xml" again to the path mentioned above using OpenIV
4. Done, use any trainer to spawn the car
car spawn name : rs721

@Cheshik077 i dont know any of vanquishky car where the tinting is enabled, every his car got stock model tinting.

so about your answer, I will say this: in several of his cars there is a problem with tinting windows, headlights, speedometer (this car has this problem)! And in the rest of the cars everything is fine, that is, when choosing the tinting of the windows, NOTHING is TINTED!
