If you have already nice car on "Liberator", you can replace a "Marshall"
1. Open: OpenIV.
2. Turn: Edit Mode
3. Navigate to: x64w.rpf\dlcpacks\spupgrade\dlc.rpf\x64\levels\gta5\vehicles\upgradevehicles.rpf\
4. If you want, you can make backup copy original file: marshall+hi.ytd, marshall.yft, marshall.ytd, marshall_hi.yft
5. Replace: marshall+hi.ytd, marshall.yft, marshall.ytd, marshall_hi.yft

Add barbed wire, guns, and a few anchors and metal plating. Would equal an all-most perfect Mad Max vehicle.

@KAFAROS this might be silly question but do i have to copy x64w.rpf file into another folder and edit? because when i edit the original it takes me to downloading and replaces the one i edited.
@super You can create folder named "mods" via OpenIV,in this folder you can add cars,and you don't need to do update game.
@KAFAROS how do i enable the file from 'mod' file? because when i run the game it doesnt work
i like it, but how do i enter it? if i spawn it i spawn inside, but cant reenter
