It's unlocked version, you can edit it in zModeler and do your own custom things like licene plate, this converted model is basic and just purely converted without any extra add ons that are unnecessary
and for handling, you should turn the vehicle to an add on and use your own handling.. stock handling tends to be bad in all (most) exterior gta 5 vehicles.
