@LoganSpoon Yes, you can get the phone back while in-game. Here are the instructions from the description:
> If you'd like to toggle the disabling of the phone, open the cheat box with the tilde/grave (`~) key, type "togglephone" (without quotes), then press Enter.
No you do not receive calls or text messages when the phone is disabled.
Works fine for me on GTA V version 1737, ScriptHookVDotNet 3.0.3. Are you guys getting an error?

Why this mod is broken:
This mod has multiple scripts inside it (a script for each event + Main script). One of them, named Main, loads the settings that all of the other scripts use. ScriptHookVDotNet loads these scripts alphabetically, which means it will load the "Ambulance" script before "Main". So, what is happening is the settings haven't loaded yet, and the settings control how fast the events occur.
How to fix:
Well there are two ways to do this. You could edit the mod using dnSpy and rename the Main script to a name that comes before the other scripts alphabetically (e.g. "AAAMain"). Or you could use an old version that does not have a settings file. Both versions 1.0.1b and 126.96.36.199 do not have a setting file, so they should work fine.

Were you in an aircraft when trying the mod? By default the mod only shows blips when you're in an aircraft.
There is an INI setting so you can disable that: Play_Eject_Sound. Change it to False
