@Gta5KoRn Only thing missing is the actual car. There's even a mod on this site that has all the powers and everything. Great mod either way!

As said before, should've been in the base game. Reminds me a bunch of Mafia II. Adding that bribing feature you have planned would make it almost identical to Mafia II's police system.

@Knight Racer http://www.gta4-mods.com/vehicles/knight-rider-beta-epm-f11902 I believe this model would be somewhat suitable, don't you think? I'm not a modder by any means, but I think it would be fairly simple to convert something from GTA 4 to GTA 5.
