V limits cany car's top speed to an 80% offroading on dirt/grass, as low as 60% on wet sand. Both you and NPCs.
This mod removes those limits setting 100% on every surface, adding a bit of tire drag to the dirt and snow surfaces instead, so you can have your dirt races or escape the cops off the road properly.
Install
Use OpenIV to install the .oiv package. Replaces
update.rpf\common\data\materials\materials.dat.
Otherwise you can also get the loose files here.

@Eddlm I noticed that the oiv only replaces the materials.dat at: mods\update\update.rpf\common\data\materials\ but there's another path in the archive as well where materials.dat is also located: mods\common.rpf\data\materials\. Should I manually replace the materials.dat at that path too or leave that one untouched?
@JAM102970 I believe the update.rpf overrides those files, you can leave it alone. If you notice no changes ingame, maybe try and replace it there too.

How can I do if I already have a modded "materials.dat" ? Instructions to manualy change the file lines to match with the mod's one will be very cool!
